Land plots worth UAH 96 mln sold in Ukraine through ProZorro.Sale system since war start – Agrarian Policy Ministry
KYIV. April 29 (Interfax-Ukraine) – Since the introduction of martial law in Ukraine on February 24, some 1,700 transactions for the sale and lease of land plots have been carried out at land auctions in the state system ProZorro. Sale (34% of 5,000 auctions registered during this period), the total income of the auction organizers amounted to UAH 96 million.
Relevant data on the functioning of the land market during martial law in the country were published on the website of the Ministry of Agrarian Policy and Food of Ukraine on Friday.
It is specified that out of 5,000 announced auctions, almost 1,800 were auctions for the sale of land and more than 3,200 for lease. At the same time, the total area of announced auctions for land lease is 23,800 hectares with a starting price of UAH 110 million; auctions for the sale – 3,400 hectares with a starting price of UAH 1.3 billion.
According to the ministry, the growth in the cost of land plots during the auction averaged 190%, the average competition rate was 3.4 bidders per lot.
Since the beginning of the war, most auctions for the sale of land have been announced in Kyiv (407), Odesa (189), Lviv (151), Zakarpattia (147) regions, while most lease auctions have been announced in Odesa (438), Lviv (216), Kirovohrad (160), Kyiv (80), and Dnipropetrovsk (64) regions.
The Ministry of Agrarian Policy recalled that on March 24, 2022, the Verkhovna Rada of Ukraine banned auctions for lease of agricultural land of state and municipal property during martial law. Until the end of this period, such land plots can be leased only by military administrations under a special procedure for a period of one year.
The ministry clarified that repeated or new auctions for lease of state and municipal agricultural land can be restored only after the end of martial law. At the same time, it is possible to announce auctions for the sale and lease of privately owned agricultural lands on ProZorro.Sale.
