Korniyenko: I hope parliamentary reform to be successful
KYIV. Nov 15 (Interfax-Ukraine) – First Deputy Chairman of the Verkhovna Rada Oleksandr Korniyenko hopes that the parliamentary reform will be successful.
"There are cautious hopes that the attempt to implement parliamentary reform will be more successful … I’m talking about the expectations associated with the new cycle of the USAID Rada program. We are now closely interacting with them to sign a memorandum on further cooperation. It is about the reform of the apparatus of the Verkhovna Rada," Korniyenko said in an exclusive interview with the Interfax-Ukraine agency.
He explained that the reform of the apparatus implies a departure from the model that has existed for some time, when the examination of bills is done by the forces of the parliament apparatus.
"We want to bring such expertise into a separate unit, which we will call the ‘Research Service of the Verkhovna Rada’ or ‘Parliamentary Research Service,’" said the first deputy speaker.
Korniyenko stressed that the modernization of the work of the Verkhovna Rada apparatus will take place with the preservation of all its institutional features.
"We would like (and Ruslan Oleksiyovych Stefanchuk initiated this process) to return the Parliamentary Library to the Verkhovna Rada – it has been in the Cabinet of Ministers for several years [subordinated to the Ministry of Culture]. For us, an example of a dream is the U.S. Library of Congress. We want to gather a research service, experts with educational programs around the parliamentary library," the MP said.
According to Korniyenko, the reform will primarily be associated with the revision of the Rules of Procedure of the Verkhovna Rada, the norms of which are outdated.
"A working group is being created now. I know that the mono-majority will have its own internal working group, which will first find compromise positions within the Servant of the People faction so that there are votes in support, and then we will try to take into account the opposition’s opinions in the general working group," Korniyenko said.
He recalled that this is not the first attempt of parliamentary reform "and something has already been done (electronic document management, technical re-equipment)," largely at the expense of donors.
