Korniyenko hopes Zelensky to submit bill on amendments to Constitution in terms of decentralization by end of current session

KYIV. Nov 17 (Interfax-Ukraine) – First Deputy Chairman of the Verkhovna Rada Oleksandr Korniyenko expects that President of Ukraine Volodymyr Zelensky will introduce a bill on amendments to the Constitution in terms of decentralization by the end of the current session of parliament, which ends on January 21.

"On Friday there will be a meeting [on the preparation of the draft law], after which a working group will be created under the Kostin’s committee [head of the Rada committee on legal policy Andriy Kostin] and the text will be put on the website [of the parliament] for discussion. Then it will be discussed for some time: perhaps by mid-December, maybe we will give it a month. Then we will try to collect the final text on the basis of the committee of Kostin, propose it to the president through the commission on legal reform – and, I think, the president will introduce [the draft law] at the sixth session," Korniyenko said in a comment to the Interfax-Ukraine agency on Wednesday.

At the same time, he expects that the Rada will manage to send the document to the Constitutional Court before the end of the current session to receive a conclusion in accordance with its provisions of the Basic Law.

Korniyenko also emphasizes the expediency of introducing a draft law on amending the Constitution in terms of decentralization to the Ukrainian parliament before the New Year, "so that during this time, while the holidays go on, it would be possible to submit alternative bills, but it will take into account the readiness of the text and public comments."
