Investigative Commission recommends introducing profile deputy ministers, trade unions representatives, experts to Ukrzaliznytsia supervisory board

KYIV. Sept 9 (Interfax-Ukraine) – The Temporary Investigative Commission of the Verkhovna Rada, created to check and assess the state of JSC Ukrzaliznytsia, considers the current composition of the company’s supervisory board to be incompetent and recommends changing it by introducing deputy profile ministers, representatives of trade union organizations and industry experts.

"The Temporary Investigative Commission is forced to admit that the existing composition of the supervisory board is a group of highly paid individuals who do not in any way affect the state of JSC Ukrzaliznytsia, do not control or regulate the activities of the executive body, and at the same time are not responsible for their inaction. The commission believes, that in this form and in this composition the supervisory board has confirmed its incapacity," the commission said in its interim report, published on the website of the Verkhovna Rada.

At the same time, the commission recommends that the approaches to the formation of the composition of the supervisory board should be changed, citing the supervisory board of the railway holding Deutsche Bahn AG, one of the world’s leading mobility and logistics companies, as an example of a "balanced and efficient management body."

The commission proposed that Prime Minister of Ukraine Denys Shmyhal and Minister of Infrastructure Oleksandr Kubrakov recognize the work of the supervisory boards of Ukrzaliznytsia over the past five years as ineffective, unprofessional and destructive.

The commission also calls to revise the representation of some institutions in the supervisory board of Ukrzaliznytsia, providing for the representation of the shareholder in its composition in the person of the current deputy ministers who are involved in infrastructure, finance, economy, energy and digital transformation; representation of labor collectives in the person of representatives of trade unions, as well as independent members selected from scientists, experts in the field of transport, finance and management, MPs of Ukraine.
