Guaranteed Buyer's settlements with RES is 19-20% for Feb-March – head
KYIV. May 2 (Interfax-Ukraine) – SOE Guaranteed Buyer continues to pay green electricity producers, their level for March-April is 19-20%, head of the enterprise Andriy Pylypenko has said.
"We have not stopped payments. Despite the fact that Ukrenergo did not pay us any advance for March and April. We are now paying out the funds that we collect from the market. By order of the Ministry of Energy, we pay each producer a different percentage – from 15% to solar power plants to 60% to bioplants. If we bring these amounts together, take the average tariff, then in general we pay approximately at the level of 19-20%," he said in an interview with Interfax-Ukraine.
According to him, in the context of a surplus of electricity and complicated forecasting of generation, in particular, due to hostilities and dispatcher restrictions, the enterprise manages to sell a total of 45-49% of green electricity on the bilateral contracts and the day-ahead market.
"Theoretically, for March and April we will owe 80% each. Although it is not completely clear how much electricity was produced, how much is limited, there are no final data yet. Before the war, we clearly understood the generation volumes. Now these figures are not so stable," Pylypenko explained.
At the same time, according to the Guaranteed Buyer head, the withdrawal of renewable energy producers from its balancing group will not improve the situation with the receipt of funds for them.
"If everyone withdraws and sells in the market, then on average they will sell the same way as we do – earn from the market at the level of 20%. This means that SPPs and wind farms will cover their costs, and small hydroelectric power plants and biothermal power plants will be forced to stop. They will not earn more money in the market," the Guaranteed Buyer head described the problem.
He allowed that an exit might be acceptable to those who form a pool of clients.
At the same time, Pylypenko noted that not a single producer has yet left the group, because "everyone understands this issue very well."
