Govt starts process of restructuring debts of heat supply enterprises – Shmyhal

KYIV. Nov 1 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine has begun the process of restructuring debts of heat supply enterprises to ensure their uninterrupted operation and not increase tariffs, Prime Minister Denys Shmyhal has said.

According to him, the said restructuring is stipulated by the memorandum on non-increase of tariffs for the population.

"For a stable passage of the heating season, the government has developed five steps. In particular, we signed a memorandum with mayors of cities and Naftogaz, according to which the city authorities committed themselves not to increase tariffs for hot water and heat. For its part, the government has already begun the process of restructuring debts of heat supply enterprises, as stipulated in the memorandum," Shmyhal wrote on Facebook on Sunday.

He noted that the Cabinet of Ministers made all the necessary decisions to start the heating season on time.

"According to the Regional Development Ministry, 77% of the housing stock in the country is connected to heating. At the same time, in five regions this figure is 100%, another 11 regions have connected more than 90% of residential buildings to heat," the head of government stressed.

He added that for 80% of households, the government reduced the electricity tariff to UAH 1.44 per kWh.

"We also fulfilled our promise regarding the invariability of the gas price for the population: it will remain stable during the heating season – UAH 7.96 per cubic meter. This week, the government has halved the tariff for Ukrainians who found themselves without a gas supplier – also to UAH 7.96 per cubic meter," the prime minister summed up.

As reported, on September 30, during a meeting of the Congress of Local and Regional Authorities, held in Kyiv under the chairmanship of Zelensky, a memorandum on the non-increase in the level of tariffs was signed.

According to the document, until the end of the heating season, tariffs for heat and hot water will not increase. The gas price will be UAH 7.4 per cubic meter for the population and UAH 13.6 per cubic meter for budgetary institutions.
