Govt publishes list of energy equipment for preferential imports
KYIV. Nov 11 (Interfax-Ukraine) – The list of imported goods that will be imported to Ukraine without payment of import duties and VAT for the passage of the winter includes: electric generator sets, transformers, electric accumulators, equipment for switching or protecting electric circuits or for connecting to electric circuits or in electric circuits for voltages over 1000 V, panels, switchboards, equipment and devices for filtering or purifying water.
According to the Ministry of Economy on Friday, government resolution No. 1260 on expanding the list of preferential imports in connection with the COVID-19 epidemic was published on the government website on Friday.
The Ministry of Economy said that the tax changes were initiated on behalf of President of Ukraine Volodymyr Zelensky.
According to the ministry, the abolition of VAT and import duties will reduce prices and saturate the Ukrainian market with goods that will help citizens and businesses survive periodic blackouts this winter season.
At the same time, according to Dmytro Kysylevsky, Deputy Head of the Verkhovna Rada Committee on Economic Development, even before the abolition of import duties and VAT on such goods, the government should have gathered domestic manufacturers of this equipment and provided them with priority access to loans of 5-7-9%, abolish duties on components and raw materials and form a reserve fund for equipment and materials.
"The government is implementing the abolition of import restrictions exclusively on finished products – without components and raw materials, not to mention other steps. As a result, a generator produced in Ukraine will, by default, be 20-30% more expensive than an imported one," the MP wrote in a column for NV publication.
In the absence of such steps, the adopted import exemptions are an unbalanced policy, he said.
As the MP told Interfax-Ukraine, among the Ukrainian manufacturers of such products, in particular, are Power Generation LLC, Geko-Center, Compressors International, Hited Ukraine, Darex-Energo and Ekvives.
