Govt decides to create state register of property of Ukrainians damaged/destroyed by Russia

KYIV. May 5 (Interfax-Ukraine) – The Cabinet of Ministers has adopted a resolution on the creation of the State Register of Property of Ukrainians Damaged and Destroyed by Russia, Olena Shuliak, head of the Servant of the People party, deputy head of the Verkhovna Rada committee on the organization of state power, local self-government, regional development and urban planning, said on Facebook.

In particular, the resolution expands the list of real estate objects for which an information message about damage or destruction will be submitted.

According to Shuliak, now an information message can be submitted for all types of real estate objects, construction objects for which the right to perform construction work has been obtained, their components, the common property of an apartment building, as well as linear objects of engineering and transport infrastructure (in particular, linear objects of energy infrastructure).

The list of entities entitled to submit such information to the state is also expanding. Now it is owned by the heirs of individuals and legal entities.

The State Register of Property Damaged and Destroyed by Russia, which is being created, will function as a unified state information and communication system, which is designed to collect, accumulate, record, process, store and protect information about damaged and destroyed real estate, space coordinates of objects, persons whose real estate is damaged or destroyed, damage caused as a result of destruction to such property.

The holder of the register of damaged and destroyed property will be the Ministry of Infrastructure, the administrator will be Diia State Enterprise from the Ministry of Digital Transformation.

Public service providers, associations of co-owners of apartment buildings, managers of apartment buildings, dormitories, housing construction cooperatives will be able to receive information from the register about damaged or destroyed housing. Thanks to this, business entities will be guaranteed to receive reliable information about destruction and will be able to quickly exempt owners of destroyed housing from paying utility bills.
