Govt approves National Guard's procedure for quelling mass unrest

KYIV. Aug 30 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine has approved the procedure for organizing the activities and interaction of the National Guard with authorized state authorities and local authorities to stop mass unrest.

According to the government decree No. 894 of August 20, this procedure operates in peacetime, except during the state of emergency.

The decree says that the main entity entrusted with the suppression of mass unrest is the National Guard, other entities are the National Police, the State Border Guard Service, the Security Service of Ukraine, Military law enforcement service in the Armed Forces, State Emergency Service, local state administrations and local authorities.

If there is information about possible violations of public order during meetings, rallies, marches, demonstrations and other mass events, as well as in the event that their participants commit illegal actions that threaten public safety, an operational headquarters is created by a written decision of the head of the territorial body of the National Police. The decision to conduct a special operation to suppress mass unrest is made by the head of the headquarters based on an analysis of the operational situation and information on entering into the Unified Register of pretrial investigations.

In order to suppress mass unrest, the National Guard organizes and conducts a special operation to suppress mass unrest, and also provides guidance and coordination of the activities of the forces and means of law enforcement agencies involved in this special operation.

The national police, in turn, determines the forces and means involved in a special operation to suppress mass unrest, prevents the expansion of the borders of the area of ​​mass unrest, and reacts to the illegal actions of their participants; ensures public order and eliminates threats to the life and health of individuals and public safety, which have arisen as a result of mass unrest;

The SBU provides the management of the operational headquarters with the information necessary to effectively end the unrest, provides assistance, within the limits of its authority, to the forces of the National Guard and the National Police in carrying out a special operation.

A special operation to suppress mass unrest is considered completed if the criminal offense provided for in Article 294 of the Criminal Code of Ukraine (mass unrest) has been terminated and threats to public safety have been eliminated.
