Fund for eliminating consequences of Russian aggression to be set up in 2022 state budget – Finance Minister
KYIV. Sept 16 (Interfax-Ukraine) – The Ministry of Finance has developed a draft law on the creation of a fund to eliminate the consequences of Russia’s armed aggression, which will be replenished from the confiscated funds of the Russian Federation, and intends to start its formation already in the state budget for 2022, Finance Minister Serhiy Marchenko said on the air of the national telethon.
"We hope that the MPs will support the creation of such a fund, such a bill has already been registered in the Verkhovna Rada and there are already assets that can be withdrawn to this fund. This fund is a budget program that involves only the accumulation of these funds, and then they will be distributed for critical needs," the minister said.
According to information on the website of the parliament, corresponding bill No. 8027 was registered on September 13, its authors are several dozen MPs, including head of the budget committee of the Rada Yuriy Aristov.
The minister clarified that the funds of the fund will be on the treasury account.
Marchenko recalled that the draft state budget for 2023 approved by the government also provides for such a fund in the amount of at least UAH 19 billion.
"There are UAH 19 billion that are already guaranteed. We hope that with the confiscation of Russian assets, this fund will be replenished with significant amounts," the minister said.
Prime Minister Denys Shmyhal noted at a press conference this week that the first such funds would most likely be the confiscated UAH 15.8 billion from IR Bank and PIB, the subsidiaries of Russia’s Sberbank and VEB, withdrawn from the market in the early days of the war. According to him, these funds will be used to restore housing and public buildings.
