Excluding norm on excise duty for RES generation from 'resource' bill definitely positive decision – EUEA head
KYIV. Sept 21 (Energy Reform) – The exclusion by the Verkhovna Rada Committee on Finance, Taxation and Customs Policy from "resource" bill No. 5600 of the norm on excise tax on electricity produced by renewable sources is certainly a positive decision, since it had extremely negative consequences for the development of the RES industry, Director of the European-Ukrainian Energy Agency Oleksandra Gumeniuk said.
"The industry’s reaction is, of course, positive, but still we remain focused and hope that no one will propose this amendment precisely during the consideration of the bill at second reading in the Verkhovna Rada. We have repeatedly noted all the risks and shortcomings of this initiative, and how negatively it can turn around for the investment climate of Ukraine," she said in a comment to Energy Reform.
"I think, sooner or later, after in-depth analysis, communication with the right experts, who really give an objective assessment of the real risks and consequences of decision-making, the right decisions come. In my opinion, the time has just come to summarize all previous negotiations, meetings, and perhaps the visit of the president of Ukraine to the United States contributed to this. It is definitely difficult to say what and who influenced, but we are very happy," Gumeniuk replied, when asked what could have influenced such a decision of the committee.
She noted the active position in this issue of the Clean Energy-Healthy Environment deputy association, as well as all specialized associations.
"All associations have also made their contribution: letters, meetings with deputies, arguments why it is important to preserve the investment climate for Ukraine. Everyone’s share is inalienable," the agency director emphasized.
At the same time, she expressed opinion that it is precisely the low awareness of why the "green" transition is important for Ukraine that leads to decisions similar to the initiative to introduce an excise tax on electricity from renewable energy sources.
At the same time, the EUEA director suggested that in relation to green energy, initiatives that threaten its development may continue to arise.
