Energoatom, Westinghouse Electric sign memo on construction of five power units at Khmelnytsky NPP worth up to $30 bln – Zelensky

KYIV. Aug 31 (Interfax-Ukraine) – National Nuclear Generating Company Energoatom and the U.S. Westinghouse Electric have signed a memorandum on the joint construction of five power units of nuclear power plants in Ukraine worth up to $30 billion, Ukrainian President Volodymyr Zelensky has said.

"I welcome the signing of a memorandum between Energoatom and Westinghouse Electric on the joint construction of the Khmelnytsky NPP power unit as a pilot project, and four more units in the future using their technology. The total project cost is up to $30 billion," Zelensky wrote on his Twitter.

Westinghouse Electric has existed since 1886 and has been designing nuclear power units since the beginning of the 21st century. The corporation also controls up to 50% of commercial power units in the world and 31% of the nuclear fuel supply market.

Westinghouse has been operating in the Ukrainian market since 1992 as a service provider for the modernization of safety systems for the Ukrainian reactor fleet and as a fuel supplier for nuclear power plants.

As reported, the construction of power unit No. 3 and unit No. 4 of Khmelnytsky NPP with a capacity of 1000 MW each was included in the list of priority investment projects for the state for the period up to 2023 approved by the Ukrainian government in November 2020. The completion of the construction of the power units was planned in 2026.

At the same time, the completion of the construction of the above power units was repeatedly postponed. In 2015, the construction cost was estimated at about EUR 4 billion. The latest announced construction financing option was within the framework of the Ukraine-EU energy bridge project with the participation of a consortium of Westinghouse Electric, Polenergia International and EDF Trading companies. At the same time, the project was frozen.

The readiness to participate in the completion of the construction of the units by the production of two sets of reactor plants was previously confirmed by the Czech Skoda.

Energoatom is the operator of all four operating nuclear power plants in Ukraine. It operates the Zaporizhia, Yuzhnoukrainsk, Rivne and Khmelnytsky plants with 15 power units equipped with pressurized water reactors, with a total installed electrical capacity of 13.8 GW.
