Deputy Head of President's Office explains taking Ukrnafta to state property by company’s refusal to supply oil products to army
DAVOS. Jan 19 (Interfax-Ukraine) – The only reason for the seizure of several enterprises into state ownership in November 2022 under the law on martial law was a threat to national security, in particular, in the case of Ukrnafta: the refusal to supply oil products to the Ukrainian army, Deputy Head of the Office of the President Rostyslav Shurma has said.
"Private property in Ukraine is untouchable… Not to do any speculations. The only reason why martial law was applied to these specific companies was because there is huge risk to national security," he said in Davos on Wednesday, answering a question during panel discussions at the Ukraine House Davos organized by the Victor Pinchuk Foundation, Western NIS Enterprise Fund and Horizon Capital.
Shurma explained that in the case of taking the oil company into state ownership, it refused to supply oil products to the Ukrainian army. In the case of the engine building company (Motor Sich), this company were supplying engines to the Russian company.
The deputy head of the President’s Office added that as for the trucks (AvtoKrAZ), the owners stopped the plant, and they hardly produced any military truck for 10 years, maybe a couple of dozens, while the Ukrainian army needs 40,000 trucks.
"It was absolutely logical, it was the only reason. And just to be absolutely clear it won’t be any speculation on the law on martial law: it will be applied only to the cases where there is a risk to the national security. But it will be applied immediately," Shurma said.
As reported, on November 5, 2022, the Staff of the Supreme Commander-in-Chief decided to withdraw the shares of Ukrnafta and Ukrtatnafta (with the exception of the share of NJSC Naftogaz Ukrainy), as well as Motor Sich, AvtoKrAZ and Zaporozhtransformator into state ownership as military property during martial law. This was implemented on November 6 after the settlement of the procedure by the National Securities and Stock Market Commission.
