Dachex Shipping refuses to sign tolling contract with Odesa Port-Side Plant – manager

KYIV. Sept 28 (Interfax-Ukraine) – Dachex Shipping Pte. Ltd. (Singapore) refused to sign a tolling agreement for the processing of gas with JSC Odesa Port-Side Plant, First Deputy Director of the enterprise Mykola Schurikov has said.

"The denouement came much faster and, as expected, all statements by the administration of the Odesa Port-Side Plant were unfounded. The turbid Dachex has already refused to sign the agreement with the plant, accusing the management of the plant of violating the agreements," he wrote on his Facebook page.

According to Schurikov’s demand for Dachex to return $100,000 of cash security, the Singapore company accused the representatives of the plant of negligence in drawing up the procedure for selecting a customer for processing tolling raw materials, which it won.

Dachex said that in accordance with the Rules for the Supply of Natural Gas, the Code of the Gas Transmission System and other regulatory legal acts, the company must have a license to supply gas, since it must transfer it to the plant as a give-and-take raw material, and also be a supplier of process gas for its own needs. At the same time, Dachex, as a nonresident, cannot receive it.

It remains unclear why Odesa Port-Side Plant publicly stated that nonresidents of Ukraine can compete on an equal basis with residents for the right to be a customer for processing raw materials supplied by the customer and allowed nonresidents to participate in the selection procedure, and even more so, determined the winner.
