Cabinet suggests introducing format of electronic checks – bill
KYIV. Oct 28 (Interfax-Ukraine) – The Cabinet of Ministers proposed the Verkhovna Rada to legislatively establish electronic checks (e-audit).
The bill with the corresponding amendments to the Tax Code was approved by the government at a meeting on Thursday.
As the Ministry of Finance explained on the website, the bill proposes to oblige taxpayers to submit to the State Tax Service reliable data from the output accounting system on the availability and condition of assets, equity capital and liabilities, as well as on changes in the financial and economic condition of the taxpayer for the reporting (tax) year. It is proposed to submit data in the form of a standard audit file (SAF-T) within 60 calendar days after the end of the calendar (tax) year.
At the same time, the bill proposes to establish such an obligation for large payers from 2025, and for VAT payers – from 2027.
The bill also proposes to establish liability of taxpayers for failure to submit or late submission of such statements, as well as for filing an audit file with errors. In particular, penalties are envisioned.
The Ministry of Finance explains the need to introduce e-audit by the fact that it will improve risk-oriented approaches at the pre-verification stage and during inspections, accelerate the speed and accuracy of inspections, and reduce the number of tax requests to taxpayers.
