Cabinet should elaborates issue of creating Ukraine-EU hydrogen pipeline – presidential decree
KYIV. Aug 30 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine, by August 31, needs to elaborate the issue of creating a new Ukraine-EU hydrogen product pipeline and raising investments for the project implementation.
The relevant instruction is contained in the National Security and Defense Council of Ukraine (NSDC) decision dated July 30, 2021, which was put into effect by presidential decree No.452 dated August 28 and released on the presidential website.
In addition, by December 31, the government must adopt Ukraine’s hydrogen strategy and approve a plan of measures for its implementation. It will provide for the introduction of appropriate changes to the legislation.
According to the decree, in matters of climate policy, the Cabinet of Ministers must, by October 31, develop and approve the procedure and sources of financing for environmental protection measures, which are contained in the National Emission Reduction Plan.
However, by August 31, the government needs to make changes to the National Emission Reduction Plan in terms of revising the timing of the implementation of environmental protection measures.
The document also stipulates the need to develop and approve, by October 31, a list of measures to ensure the modernization of the Ukrainian energy system, taking into account Ukraine’s obligations under Paris Climate Agreement and other international climate agreements. In the context of replacing coal generation with other energy sources, integration into European energy markets and raising investment in modernization projects.
