Cabinet approves tasks of the National Digitalization Program for 2022-2024

KYIV. Dec 3 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine at a meeting on Thursday approved the tasks of the National Digitalization Program for the next three years.

According to an explanatory note to the document, among the tasks are improvement of the processes of formation and implementation of the National Digitalization Program; development of standards in the field of information and communications technologies, harmonized with international standards; development of information and telecommunications infrastructure (ensuring the formation of an integrated electronic identification system, development of information resources with mechanisms for providing e-services, creation of the National Center for Reservation of State Information Resources, creation and development of state registers, development of typical open source software, etc.); maintenance of complex information security systems.

In addition, among the tasks are creation, development and maintenance of the functioning of information resources of public authorities; the functioning of the central certifying authority; providing access to the Internet for persons with disabilities; increasing the availability of broadband Internet access in rural areas; the development of a network of centers for the provision of administrative services; development and implementation of artificial intelligence in Ukraine; creation and development of information and analytical support systems for solving problems of statehood, security and defense; creation and development of automated systems for information and analytical support of executive authorities.

The objectives of the program are also defined: modernization of the national automated centralized warning system and territorial centralized warning systems; introduction, modernization, development and maintenance of the e-document management system; software and hardware complex with functions of cryptographic protection of information for the provision of mobile secure access services to state information resources and secure mobile communications services; cyber protection of critical information infrastructure; tasks related to digitalization of the processes of socio-economic development, the financial and monetary system, state financial and economic control, the social sphere, the sphere of justice, digitalization in the field of ecology and the use of natural resources, in the field of science, education and culture; tasks of digitalization, which are carried out within the framework of projects for the funds of international technical assistance; implementation of regional programs and programs of digitalization of local self-government bodies.

The results of performing the tasks are expected, subject to adequate funding for the program. In this regard, the draft resolution recommends the Cabinet of Ministers provide the necessary funding for digitalization in the relevant areas of state policy when fulfilling the tasks of the specified program in 2022 and when forming draft tasks for 2023-2025.
