Budget of Medical Guarantee Program increased by UAH 33.8 bln for 2022 – NHSU

KYIV. Dec 6 (Interfax-Ukraine) – The budget of the Medical Guarantee Program for 2022, provided for by the law on the state budget, will amount to UAH 157.3 billion, which is UAH 33.8 billion more than in 2021, according to the National Health Service of Ukraine (NHSU).

According to the NHSU, under the Medical Guarantee Program, the budget for 2022 provides for an increase in funding for primary medical care by 30%, to UAH 26 billion. The capitation rate for primary care physicians will be UAH 786 per patient.

Funding for medical care for oncological diseases will increase by more than 2.3 times, to UAH 8.3 billion, funding for the treatment of priority cardiovascular diseases, including heart attacks and strokes, will grow by 60%, to UAH 4.8 billion. Financing of the cost of insulin and medicines under the Affordable Medicines program will amount to UAH 4.6 billion next year, in general, the budget for the reimbursement program will increase by UAH 1.8 billion. In addition, in 2022, the Affordable Medicines program will be expanded with drugs for the treatment of Parkinson’s disease and chronic obstructive pulmonary disease.

In general, the Medical Guarantee Program provides 36 packages of medical services for the next year.

Among the new packages, in particular, surgeries for adults and children in a hospital for one day, which should stimulate the development of inpatient-replacement approaches, allowing not to keep the patient in the hospital unnecessarily.

Protection of mothers and children remains among the priorities in the Medical Guarantee Program for 2022. In particular, in the Medical Guarantee Program for 2022, tariffs for neonatal care will increase by 19.5%, to UAH 135,000, and the maximum tariff (treatment of premature babies in institutions that will meet additional requirements) will be UAH 161,000.

The tariff for medical care during childbirth will rise to UAH 15,000, and for institutions that will meet additional requirements, to UAH 20,000.

Tariffs for chemotherapy treatment of oncological diseases will rise to UAH 35,000, and the tariff will be UAH 131,000 for the treatment of children from cancer. The tariff for the treatment of oncohematological diseases will grow by 37%, to UAH 74,000.

In addition, in 2022, the Medical Guarantee Program stipulates that certain medical institutions will be asked to conclude an agreement on the package regarding the preparedness to respond to emergencies, in particular of an infectious nature. This new package will ensure the stability of the operation of infectious disease wards and institutions. For this direction, UAH 2.5 billion is provided.

In addition, the NHSU emphasizes that with the increase in tariffs, the requirements for medical institutions will also increase. In particular, the requirements for hospitals that will provide priority services will increase. For this, a new indicator is being introduced – the minimum number of services provided during 2021. It will be introduced to provide medical care for heart attacks and strokes, as well as during childbirth.

The minimum number of services provided, which allows concluding an agreement with the NHSU, will be 150 deliveries per year, 100 treated strokes, and 50 treated heart attacks.
