Borrell says hacker attacks staged by Ghostwriter group on EU states unacceptable

BRUSSELS. Sept 24 (Interfax) – Hacker attacks staged on European Union countries by the Ghostwriter group, believed to be associated with Russia, are unacceptable, EU Foreign Policy Chief Josep Borrell said on Friday.

"Some EU member states have observed malicious cyber activities, collectively designated as Ghostwriter, and associated these with the Russian state. Such activities are unacceptable as they seek to threaten our integrity and security, democratic values and principles, and the core functioning of our democracies," Borrell said in a statement.

These cyberattacks are targeting numerous members of the parliaments of EU states, government officials, politicians, and members of civil society, he said.

"These activities are contrary to the norms of responsible State behavior in cyberspace as endorsed by all UN member states," Borrell said.

"The European Union and its member states strongly denounce these malicious cyber activities, which all involved must put to an end immediately. We urge the Russian Federation to adhere to the norms of responsible state behavior in cyberspace," he said.

The EU will revisit this issue at upcoming meetings and will "consider taking further steps," Borrell said.
