Architecture Inspectorate registers first report on start of construction work under simplified procedure

KYIV. Aug 17 (Interfax-Ukraine) – The State Architecture and Construction Inspectorate has registered the first report on the start of construction work under a simplified procedure based on the development intention scheme, the inspectorate’s press service has reported.

So, the first customer entered the development scheme into the e-system in the construction industry on August 12, and on August 15 submitted the report through the Diia portal, after which it was registered by an inspector of the State Architecture and Construction Inspectorate.

According to the procedure introduced by government resolution No. 722, the customer can apply to an architect or design engineer for a scheme of intent to develop a land plot if it is intended for the construction and maintenance of a residential building and outbuildings. Statements about the scheme are entered into the e-system, after which the customer can submit a report about the start of construction work. In this case, instead of the construction passport number, the report indicates the number of the scheme in the e-system.

"We hope that this innovation will accelerate the pace of individual construction and will stimulate the speedy recovery of settlements affected by Russian aggression," the inspectorate said.

As reported, resolution No. 722 was adopted by the Cabinet of Ministers of Ukraine on June 24. The document simplifies the process of building individual houses, speeds up the commissioning of finished housing, and introduces the principle of tacit consent when agreeing on urban planning conditions.
