Annual survey of MTIBU beneficiaries shows improvement in settlement quality

KYIV. Sept 22 (Interfax-Ukraine) – Another annual survey of road accident victims who received compensation from the guarantee funds of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) showed an improvement in the quality of payments, according to a press release from the Bureau.

Thus, the overall assessment of satisfaction with the settlement procedure was 9.2 points out of 10 possible. According to the results of the similar survey in 2020, the score was slightly lower – 8.9 points.

Interviewing by phone covered an audience of 150 people.

"Feedback from the consumers of our services helps the Bureau to become the most client-oriented organization. This is one of the main current tasks," MTIBU General Director Volodymyr Shevchenko said.

The MTIBU said that for the first time in the survey, some comments related to the impossibility of submitting all documents in electronic form. Some of the complaints from the recipients of routine payments related to the amount of the received insurance compensation.

"Every year in the survey we hear complaints that the payment was not made in full, that is, without VAT or taking into account depreciation. I want to reassure you: MTIBU always refunds VAT as soon as the necessary documents are provided (accounts of the auto repair shop-payer of this tax, where the amount of repair is indicated with VAT)," Shevchenko said.

In addition, people are not satisfied with the payments, taking into account the wear and tear of car parts, given that, according to experts, the average age of the car fleet is 19-24 years. In many cases, compensation is not enough to get the car repaired.

"I will say clearly: a new law on OSAGO [compulsory civil liability insurance of vehicle owners] is very much needed, since it is possible to change the situation of payments with wear and tear, to resolve a number of other issues that concern road users, only at the legislative level. Insurers have long proposed to introduce a norm on the need to restore the damaged car to the state in which it was before the accident into the new bill," Shevchenko said.
