Agrarian community calls on authorities to approve list of temporarily occupied territories for proper taxation
KYIV. May 3 (Interfax-Ukraine) – The largest agrarian associations of Ukraine have called on the government to approve a list of territories where hostilities are taking place and territories temporarily occupied by the armed formations of the aggressor country of the Russian Federation, since the absence of such list forces farmers from the occupied territories to pay land tax.
The Ukrainian Agribusiness Club and the Ukrainian Agri Council addressed the Cabinet of Ministers and the Ministry of Agrarian Policy and Food with the appropriate clarification of some aspects of taxation of agricultural producers, according to the Ukrainian Agribusiness Club website.
According to the appeal, land tax and land rent are not charged for land plots in the territories where hostilities are taking place, in the territories temporarily occupied by the Russian army, as well as for land plots defined by the regional military administrations as contaminated with explosive objects and/or on which there are fortification structures.
The list of such territories is determined by the Cabinet of Ministers, but the document has not yet been approved. This list was approved by the Ministry for the Reintegration of Temporarily Occupied Territories on April 25, however, according to the requirements of the Tax Code, for this taxation procedure to come into force, it must be approved by the Cabinet of Ministers.
"As a result, both those taxpayers who are in the temporarily occupied territories and those agricultural producers who are in the controlled territory of Ukraine are forced to pay taxes, but their farms have been destroyed or damaged as a result of the recent hostilities in this territory," the associations say.
In connection with the above, the agrarian community calls on the government to approve as soon as possible the list of territories where hostilities are taking place and the territories temporarily occupied by Russian armed forces for proper taxation of agricultural producers in these territories.
