Summary:
The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO).
The aim of PFRU is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.
This is a full-time, Kyiv-based assignment during which the individual is expected to work closely with the PFRU Component Director for one of PFRU’s workstreams and Technical Advisor for the workstream.
Responsibilities:
- Work together with the Component Director to provide day-to-day strategic direction, oversight and quality control of one of the projects funded through PFRU, including technical and operational aspects of the project.
- Supports the Component Director in envisioning, designing and adapting as needed implementation plans and budgets for newly identified project concepts.
- Responsibility for directing and coordinating daily workflow of the project team, liaising with the relevant support divisions within PFRU as required.
- Works closely with the Component Director and the Fund Team to track project budget forecasts and suggests planning modifications when needed.
- Manages relationships with relevant PFRU stakeholders, as well as suppliers engaged to implement relevant components of the project. In particular, ensure that the specific PFRU programming in their portfolio coordinates and cooperates with other identified large stabilisation programmes for greatest effect.
- Oversees the work of suppliers engaged on the project.
- Contributes to PFRU monthly reporting and implementation of the project monitoring, evaluation, and learning plan.
- Ensures close coordination between all four components of the project to magnify the desired impact.
- Provides senior support to the Component Director in ensuring day-to-day oversight of project implementation following approval of project design by PFRU and PFRU’s Technical Committee.
- Manages risk and risk mitigation on the project and keeps relevant risk trackers for the component up to date.
- Liaises frequently with the PFRU Deputy Team Leader and Component Director to advise on project status, ensuring project design and implementation remain relevant and responsive.
- Undertakes other duties as assigned by the PFRU Team Leader and Component Director.
Qualifications:
- Advanced university degree in social sciences or discipline relevant to peacebuilding, stabilisation and sustainable development.
- At least 10 years of experience in institutional or organisational development and capacity building, preferably in complex political environments and/or conflict-affected countries.
- Previous experience working in stabilisation and on highly sensitive issues highly preferred.
- Experience building partnerships for project development, implementation and management of community resistance, resilience and/or protection programming.
- At least 5 years of experience in designing and leading institutional development, capacity building, stabilisation, international development and/or resilience projects.
- Proven track record of effective project management, stakeholder management and engaging with senior government officials.
- Experience working in Ukraine highly preferred.
- English fluency required; fluency in Ukrainian beneficial.
