Communications Officer / Спеціаліст/ка з комунікацій

Summary:  

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.   

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive,  democratic and prosperous Ukraine.  The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence. 

Responsibilities:   

The Communications Officer will work closely with the Team Lead, Deputy Team Lead for Projects, and project staff and consultants to tell PFRU’s story by creatively measuring, packaging, and communicating its success. The Officer will work proactively to design, implement and measure the effectiveness of communications initiatives, including social media posts, press releases, briefers, and other communications products distributed through PRFU’s, partner government’s and development sector partner platforms. The Officer will also support the design of and implementation of the programme’s branding and communications strategies; manage content creation and online engagement; work with the programme team to report success stories; liaise with Chemonics’ Communications Team in Head Office and government partners as needed; and lead programme-wide external communications content. Responsibilities include:

  • Supporting preparation for external events, including high-level visits, and virtual and in-person PFRU outreach events. Assist in organizing events, workshops and meetings. 
  • Leading on production of materials for governance committees.
  • After immediate short-term inputs to continue to be Communications Advisor to the programme to support strategy, some materials QA, and mentoring of an External Communications Officer.
  • Creating and distributing social media posts and/or short videos publicizing PFRU accomplishments.
  • Writing press releases and/or developing press kits that orient journalists and media professionals to PFRU activities.
  • Write blog plan and other day-to-day content including first drafts of blogs posts and newsletters.
  • Lead the development of engaging and effective communication and media materials for social and traditional media channels such as press releases, success stories, social media posts etc. 
  • Mentoring and advising communications or other program staff on appropriate social media, press relations, or other communications approaches. 
  • Supporting virtual and in-person PFRU outreach events. Assist in organizing events, workshops and meetings. Support event promotion and logistics (particularly developing event scripts and coordinating prep sessions, liaising with panelists for headshots/bios and getting graphics designed, setting up digital infrastructure for events)
  • Compiling statistics or summarizing facts about assistance provided by PFRU 
  • Developing of PFRU program fact sheets and “one-pagers”. 
  • Provide inputs and direction to graphic designer on publications and production, proofreading support and coordinate relevant digital content such as infographics 
  • Overseeing the tender, development and execution of documentary-style videos about PFRU programming. 
  • Attending field visits and activities when required and ensure proper documentation, including supporting or leading on high-profile external personnel’s visits to project sites.
  • Organizing, maintaining and safeguarding PFRU’s communication material/library: videos, photos, reports, consent forms, etc.  
  • Responding to FCDO or financing partners requests for programme information, as directed by the Team Lead or their designees.
  • Responsible for day-to-day website management including content production and uploads and website updates. Provide social media, website, press and other digital analytics across communications channels and recommend adaptations to achieve target programme outcomes. Liaise with cybersecurity teams to ensure the website is hosted safely and meets digital securityrequirements.
  • Monitor press and PRFU’s external reputation as needed.
  • Consistently follow FCDO regulations and Chemonics policies and quality management best practices 
  • Perform any other tasks assigned by the Team Leader, or independently, which are consistent with this scope of work, and the general requirements of the programme. 
  • Collaborating with the strategic communications team to develop and implement PFRU’s communications strategy.

Qualifications: 

The Communications Officer will have the following qualifications and experience requirements:   

  • Bachelor’s degree in communication, public relations, journalism or other relevant discipline strongly preferred.
  • Minimum three years’ experience in communications or public relations, including experience writing and producing reports, creating and executing branding and positioning strategies. Experience with donor-funded projects preferred.
  • Demonstrated creativity, diplomacy, and good experience with social media tools.
  • Demonstrated storytelling experience, including photography, interviewing, and reporting, and media liaising
  • Ability to work under deadline pressure and manage stakeholder demands and production scheduleswith diverse teams across multiple geographic areas
  • Strong organizational, multi-tasking, interpersonal, communications, and teamworking skills.
  • Proficiency in MS Office required with graphic design and photo/video experience preferred.
  • Profiency in graphic design technology (Adobe suite) is desirable.
  • Proven experience of working with video editors and graphic designers.
  • Experience working with FCDO preferred
  • Fluency in English required; fluency in Ukrainian and/or Russian strongly preferred.
