Position Title: Project Assistant – Information Management and Geographic Information Systems (Shelter and Housing)

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short-Term, Six months with possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Programme Support Officer (Shelter and Housing) and the direct supervision of the Information Management and Geographic Information Systems Officer, the incumbent will provide information and data management support and support with geographic information system (GIS) related products to capture the activities of Shelter and Housing unit.

Core Functions / Responsibilities:

  1. Coordinate, support, and monitor data collection activities performed by field staff.
  2. Perform quality control and necessary correction of data collected in close coordination with team leaders.
  3. Provide technical guidance and support capacity building on survey development, data collection, need assessment methodologies, data management including data cleaning and analysis.
  4. Support in the management of databases for shelter and housing activities and secure appropriate mechanisms for accurate and effective data compilation.
  5. Support in creation of trackers, dashboards and automated systems where appropriate.
  6. Support field staff in adhering to agreed SOPs on data collection in all locations.
  7. Prepare and generate timely monitoring reports, as required by IM Officer / Program Manager / Program Officer / Site Planner.
  8. Support the IM and GIS officer and program management in identifying gaps on data and information relevant to IOM operations.
  9. Contribute to the measurement of progress made to achieve planned objectives within IOM Shelter/NFI programs.
  10. Contribute to the reporting to clusters, donors and other stakeholders in a timely and accurate fashion.
  11. Participate in any trainings/ workshops/ events on IM as delegated by the IM and GIS Officer.
  12. Support the unit with producing information products such as infographics, maps, visibility products, factsheets and other needs as required by the unit.
  13. Regularly update GIS products, dashboards and visualization tools for Shelter and Housing Unit.
  14. Support with weekly sit-reps and other internal and external reports (including donor reporting) in terms of data/ information.
  15. Perform any other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school degree or equivalent with at least five years of relevant working experience

OR

  • University degree in Geography, Computer Science/ Geographic Information Systems/ Graphic Design/ Architecture or relevant area with minimum of 3 years relevant professional experience

Experience

  • Expertise in working with XLSforms and relevant data collection platforms
  • Experience in data collection process in a humanitarian emergency context;
  • Expertise in ESRI ArcGIS or Open GIS software;
  • Experience in spatial analysis
  • Knowledge of Adobe Illustrator / In-Design / Photoshop or other open graphics software
  • Knowledge of ArcGIS Online and ArcGIS data collection apps.
  • Knowledge of data protection guidelines and principles;
  • Knowledge of Python 3 and SQL is an advantage.
  • Previous experience working with an International Organization is preferred
  • Personal commitment, efficiency, flexibility and drive for results.

  • Capable of working under stressful conditions.
  • Ability and willingness to travel to deep field locations and work in insecure and hardship environment

Languages

Fluency in English, Ukrainian is required. Fluency in Russian is desirable.
