 Position Title: Operation Associate

Duty Station: Kyiv

Classification: General Service Staff, Grade G7

Type of Appointment: Special Short-Term, Six months with possibility of extension

Estimated Start Date: As soon as possible

 Context:

Under the overall supervision of the Senior Programme Coordinator (Response, Recovery, Resilience) in Kyiv, Ukraine and direct supervision of the Senior Programme Coordinator (Operations) (SPCO) and, in collaboration with relevant units at Headquarters and in the mission, the successful candidate will support the Senior Programme Coordinator with the implementation of IOM Ukraine’s Response operations related programming in Ukraine, in close coordination with the relevant sectors of operations.

 Core Functions / Responsibilities:

  1. Support the Senior Programme Coordinator (Operations) by gathering information and drafting planning relevant to the overall implementation, and coordination of the operational response to the current crisis.
  2. Provide technical and administrative support to the Snr Programme Coordinator in the drafting, review and approval process  of assistance packages including but not limited to, WASH, NFI, CCCM, CBI, Emergency Health, MHPSS and CCCM in coordination with procurement and relevant programme staff.
  3. Contribute to identify, inventories, and track bottlenecks, challenges and issues requiring to be addressed. 
  4. Assist the Senior Programme Coordinator in facilitating internal coordination, preparing and sharing meeting notes and assisting in coordination with partners and participation to meetings.
  5. Assist the Snr Programme Coordinator (Operations) in tracking operational and field coordination matters.
  6. Support the Senior Programme Coordinator in coordinating and monitoring administrative procedures relating to the operations.
  7. Provide technical inputs and administrative support for the drafting of high quality standard operating procedures.
  8. Gather, analyze and present information support internal information sharing processes.
  9. Track relevant national and local developments pertaining to the response operations, including access issues.
  10. Organize and/or take part in internal and external relevant events (meetings, presentations, discussions, visits, negotiations, etc.).
  11. Undertake duty travel within Ukraine, to areas pertinent to the IOM response programming, on an as-needed basis.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience 

Education

  • Bachelor’s Degree in public administration, political science, development studies, international relations, or social sciences from an accredited academic institution with at least five years of responsible work experience; or
  • High with at least seven years of responsible work experience

Experience

  • Management and administration experience
  • Proven reporting and writing skills
  • Previous experience working in different parts of Ukraine and on different IOM Ukraine programmes is an asset
  • Experience working with Ukrainian government and civil society
  • Understanding of the socio-political dynamics and of ongoing humanitarian and development activities in Ukraine is an added advantage
  • Experience in working with vulnerable populations
  • Proficiency in computer skills, especially MS Office applications (Excel, Outlook, Word etc.)

Skills

  • Knowledge of development programme planning and implementation
  • Knowledge of UN and bilateral donor programming
  • Knowledge of IOM administrative rules and regulations

Languages

Fluency in English, Ukrainian and Russian is required (oral and written).
